There are a lot of stray dogs in Varanasi. The sign reads, "Dogs do not bark without reason. Honking your horn without reason is a mental illness. It is a punishable offence to honk your horn by day or night near a hospital, school, college or court house. Please do not honk your horn inside the building perimeter. Thank You. Issued in the public interest by the Truth Foundation." There are also a lot of cows and bulls walking around in Varanasi!
